PROBLEM TO BE SOLVED: To permit electric discharging throughout a passage into which a gas or a liquid to be purified is introduced, improve the efficiency of purification and realize low-voltage and low-power treatment. SOLUTION: The subject cleaning apparatus 1 has a cleaning section 2 cleaning water with plasma generated by electric discharge, an introduction passage 3 introducing water to be treated into the cleaning section 2 and a discharge passage 4 discharging treated water from the cleaning section 2. The cleaning section 2 has a water passage 21, and blocking plates 22 and 23 allowing water to pass through are arranged at an upstream and a downstream positions of the passage 21 to constitute a discharge treatment chamber 25. In the treatment chamber 25, a discharging electrode 5 and a ground electrode 50 opposing to the discharging electrode 5 are arranged, and a large number of metal pieces 6 are confined by the plates 22 and 23 so as to lie between the electrodes 5 and 50.
