PROBLEM TO BE SOLVED: To select only the necessary pieces of road traffic information stored in the mobile communication terminal device of one's own vehicle and send this piece of information to the mobile communication terminal device of another vehicle. SOLUTION: A control part 212 adds first time information from a timepiece 204 to road traffic information coming from an optical beacon communication device to create first time-based road traffic information for storage in a storage device 205. On receiving second time information from the other mobile communication terminal device, a time determining device 209 creates an instruction to send information if the first time indicated by the first time information is later than the second time indicated by the second time information. An information selecting part 211 selects and sends part of the first time-based road traffic information on the basis of the other travel direction information indicating the direction of travel of the other vehicle and travel direction information coming from a direction indicator 208. When receiving third time-based road traffic information from the other mobile communication terminal device, the control part 212 overwrites the first time-based road traffic information in the storage device 205 with the third time-based road traffic information.
