PROBLEM TO BE SOLVED: To significantly reduce the labor or time required for changing circuit description data. SOLUTION: A hierarchical structure list generation means 101 generates a hierarchical structure list showing the hierarchical structure of each module from circuit description data before correction, and an output module retrieval means 103 retrieves, on the basis of a circuit change instruction given to the device, in which module a signal to be additively connected, shown by a signal name contained in the instrcuiton, is generated. A circuit change means 104 changes the circuit description data so that information showing a port added to each module and connection of each port with a signal line are included in order to perform a signal line connection according to the circuit change instruction. A port attribute declarative statement insert means 105 adds, for the ports added by the circuit changing means 104, an attribute declarative statement showing the distinction of input and output of each port to the description for each module.
