PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner having a small particle diameter and narrow grain size distribution and resulting in a high-quality toner image, and to provide a method of manufacturing an electrostatic charge image developing toner for stably manufacturing the above toner. SOLUTION: The electrostatic charge image developing toner is manufactured by injecting a resin solution prepared by dissolving a resin in a solvent through a nozzle of an injection device into an aqueous medium to produce a dispersion liquid having liquid drops of the resin solution, then removing the solvent from the dispersion liquid to prepare resin fine particles, and aggregating/melting and bonding the resin fine particles with at least colorant particles.
