PROBLEM TO BE SOLVED: To provide a magnetic recording medium and a magnetic recording device capable of realizing high-density recording exceeding a thermal fluctuation limit. SOLUTION: This magnetic recording medium is provided with a substrate, a function layer formed on the substrate and containing an antiferromagnetic substance or ferrimagnetic substance, and a recording layer formed on the function layer and having a structure of magnetic particles and a nonmagnetic substance wall filling between the magnetic particles. The function layer and the recording layer are stacked together to perform exchange coupling interaction under a use environment. A condition TcR>TcE is satisfied where TcR is a Curie temperature of the recording layer and TcE is a temperature at which the exchange coupling interaction of the function layer and the recording layer is eliminated.
