PROBLEM TO BE SOLVED: To provide a platemaking method having superior development properties and improved odor of a developer, and to provide the developer. SOLUTION: The platemaking method for a photosensitive planographic printing plate is carried out by imagewise exposing a photosensitive planographic printing plate material, having a photopolymerizable photosensitive layer containing (A) a photopolymerization initiator, (B) a polymer binder and (C) a polymerizable compound having an ethylenically unsaturated bond on an aluminum support body, and then developing the plate material. The developing solution used for the development is an aqueous solution containing a compound expressed by the general Formula A:R-O-(C2H4O)m-(X)-H and a compound expressed by the general Formula B:R-O-(X)-H.
