PROBLEM TO BE SOLVED: To provide a method of dispersing finely block-like ice particles generated by flocculation for the purpose of preventing a circulation flow of a suspension from being blocked by receiving an influence of an electric field to be flocculated with the ice particles, in an dynamic type ice heat storage system for making liquid ice of the suspension by circulation-cooling a W/O type emulsion of oil/water, and for storing the ice. SOLUTION: A slitter 6 is inserted in a downstream position of a portion where the ice particles contained in the suspension flowing in a circulation pipe 3 are brought into the block-like ice particles by receiving the influence of the electric field, and the block-like ice particles are finely broken and fractionized.
