PROBLEM TO BE SOLVED: To provide a tool setup/order implementation order generator capable of reducing the setup number of changing tools to a tool supporter such as a turret. SOLUTION: This tool setup/order implementation order generator 20 is applied to a plate working machine 1 using a tool supporter 7 capable of supporting a plurality of tools 6. An order storage means 21 to store the working orders 5 of the predetermined amount as information on the predetermined shapes and quantities of works Wa to be plate-worked is provided. A tool extraction means 22 to extract the tool 6 required for working the work Wa for each working order 5 is provided. When the total working orders 5 are successively implemented, the extracted tools 6 are compared with each other. An order re-arrangement means 23 for re-arranging the implementation order of the working orders 5 is provided so that the setup number to change the tools 6 to the tool supporters 7 is minimized or approximately minimized between the working orders 5. A tool setup information generation means 24 for setting the tools 6 extracted by the tool extraction means 22 with respect to the tool addresses S1, S2, ... , of the tool supporters 7 by the working order 5 is provided.
