PROBLEM TO BE SOLVED: To provide a hot water mat for floor heating with superior workability and soaking performance of a mat surface. SOLUTION: A void part 8 is formed in a space with a soaking sheet 9 of the surface by a difference between a depth of a piping groove 11 and an outer diameter of a radiating pipe 4. Ribs 7 are provided on both side walls of the piping groove 11, the flexible radiating pipe 4 is fit in a lower side of the ribs 7, and its lifting can be prevented since it is positionally fixed by the ribs 7. Since an air heat insulating layer is formed in a crossing part 10 neighborhood by the void part 8, heat transfer from the radiating pipe 4 is suppressed in the portion.
