PROBLEM TO BE SOLVED: To provide a joining structure of a panel member, which has good workability and does not damage a seal material, a construction method for the joining structure, and the seal member for use in the joining structure. SOLUTION: In a fitting support part 20 for water breaking panels 31 together, a tapered locking plate 22A is provided at the outer edge of a flange 21F of a fitting recess 22 at a predetermined angle; a side edge of the panel 31 is fitted and inserted into the fitting recess 22; the seal material 40 is arranged between an outer surface of the panel 31 and the locking plate 22A; and the panel 31 and the support part 20 are integrally connected together by using grout which is infilled between an inner surface of the fitting recess 22 and the periphery of the panel 31. A grout pressure brings the seal material 40 into pressure contact with the panel 31 and the locking plate 22A, so that a gap between the panel 31 and the locking plate 22A can be closed and so that the leakage of the grout can be prevented.
