摘要 <p>PROBLEM TO BE SOLVED: To provide a vacuum heat insulating material having high plane precision and good adhesion, eliminating the possibility of making the bag too large enough to cause wrinkling or too small enough to cause deflection because of a relationship between the size of the whole periphery of the core material of the heat insulating material including a recessed groove and the size of a cover bag, and permitting the allowance of the bag to be absorbed in the recessed portion, and a heat insulating panel having high heat insulating precision. SOLUTION: The core material 31 of the vacuum heat insulating material 30 has a recessed portion 33 in a side wall area for storing a seal portion 51 of a synthetic resin film cover bag 50. The relationship between the total length of the periphery of the core material 31 including the recessed portion 33, 2X+2(t1+t2+t3)+2(2×d)), and an opening peripheral length 2L of the synthetic resin film cover bag is set to be-20 mm <= the opening peripheral length of the cover bag - the total length of the periphery of the core material including the recessed portion <=12 mm. Thus, the allowance of the cover bag 50 including the seal portion 51 is absorbed in the recessed portion 33 of the core material 31.</p>
