The turbine has blades (3) mounted pivotally in a rotation block (4). Two uprights (31) are rotatably mounted on the block with pinions (33) that are engaged with a vertical pinion (23). A bar (5) is fixed with the vertical pinion such that rotation of the uprights drives the pinions and the pivoting of the bar provokes stretching of two elastic return units fixed between ends of the bar and the block.
