<P>PROBLEM TO BE SOLVED: To provide a system (method) for extracting personnel assigned to business from an employment system matching the business and for analyzing and diagnosing contents of the business so that optimal personnel assignment is achieved in accordance with a concentration and the like of a seasonal and temporal business amount. <P>SOLUTION: People related to business for which personnel assignment is required are questioned about a degree by which the business seeks discretion and skill. Results of the questionnair are computerized to determine the degrees of discretion and skill required for the business. Based on the degrees of required discretion and skill, the results are allocated to "routine business" 7, "knowledge-based business" 8, "progress-management type business" 9 and "strategic business" 10 which are classified in advance based on rules of thumb.
