PROBLEM TO BE SOLVED: To create a high-precision operating schedule that takes the actual demand of a plant and the performance of real equipment into consideration even if measurements for use involve sensor errors.

SOLUTION: A plant state estimating part 200 calculates a current plant state estimate 201 and a previous plant state estimate 202 by correcting the errors of a current plant data state measurement 121 and a previous plant state measurement 122 according to constraint condition equations. A plant state/equipment parameter correcting part 300 calculates a current plate state correction 301, a future plant state correction 302, and an equipment parameter correction 303 on the basis of the current plant state estimate 201 and the previous plant state estimate 202 obtained by the plant state estimating part 200, a meteorological forecast value 130 input at a meteorological information input part 30 and a predicted demand value 151 obtained by a demand predicting part 50. An optimal operating schedule calculating part 70 calculates an optimal operating schedule 171 using the corrections 301-303.
