IMAGE ENCODING APPARATUS, IMAGE ENCODING CONTROL METHOD AND PROGRAM

PROBLEM TO BE SOLVED: To provide an image encoding apparatus capable of processing still picture encoding so as to efficiently transmit encoded still picture data or hold a mortgage on the storage thereof in an image encoding apparatus for performing motion picture encoding and still picture encoding on image data.

SOLUTION: The image encoding apparatus includes a motion picture encoding means 103 for performing motion picture encoding on image data corresponding to a photographed image from a photographing means 101 to create encoded motion picture data and motion information; a still picture encoding means 104 for performing still picture encoding on the image data according to a parameter to create encoded still picture data; and a parameter control means 106 for controlling the parameter used in the still picture encoding means 104 based on the motion information obtained in the motion picture encoding means 103.
