PROBLEM TO BE SOLVED: To obtain a parameter determination device capable of determining a control parameter of the optimal PID control for a control object having nonlinear characteristics. SOLUTION: The parameter determination device determines a PID parameter of the PID control and is provided with a local linear model construction part 10 which constructs a plurality of local linear models to a nonlinear system, a first parameter calculation part 11 which calculates PID parameters corresponding to the local linear models for every local linear model and a second parameter calculation part 12 which performs weighting corresponding to each difference to each PID parameter calculated by the first parameter calculation part 11 and calculates the PID parameter of the PID control from each PID parameter to which the weighting is performed based on size of each difference between an output value to be outputted from the nonlinear system to input to the nonlinear system and an output value in each local linear model to the input in the case of using each PID parameter calculated by the first parameter calculation part 11.
