PROBLEM TO BE SOLVED: To provide a method capable of reducing the corrosion of metal in an open circulation cooling water system without using environmentally hazardous substances, such as heavy metals, and without excessively increasing an enrichment factor in a metal corrosion inhibitor of the open circulation cooling water system. SOLUTION: The metal corrosion inhibitor is a composition containing (A) an alkali metal hydroxide and (B) an organic acid of one or more kinds selected from the group consisting of organic phosphonic acid, phosphinopolycarboxylic acid, phosphonocarboxylic acid, maleic acid-based polymer, and (meth)acrylic acid-based polymer and/or their salts. The composition is characterized by that the ratio of the neutralization equivalent of the component (A) and the total neutralization equivalent totaling the respective neutralization equivalents of the one or more kinds of the organic acids selected as the component (B) is 2 to 20.
