PROBLEM TO BE SOLVED: To provide a mounting and removing tool for a brake returning spring capable of removing the brake returning spring simply and safely. SOLUTION: The mounting and removing tool for the brake returning spring 1 to be mounted by hitching a hook 3 at one of the pins 2 in bobbin shape formed on a pair of brake shoes 10 of a vehicle, is formed in the shape of scissors having a first claw 6 and a second claw 7, wherein the first claw 6 is provided with a hole 5 fitted on the end of the hook to be engaged with another hook 3, while the second claw 7 is furnished with a bent part 7a to be hooked at the head 2a of the other pin 2, and also at its tip 7b with a groove 7c to be fitted to the side face of the pin.
