PROBLEM TO BE SOLVED: To generate the coefficient data of an estimation expression used for converting a first information signal to a second one so that information data at a characteristic position having prescribed characteristics can be faithfully reproduced.

SOLUTION: A determination section 158 determines whether a notable pixel position in an image signal Vb' used as a teacher signal is the characteristic position having prescribed characteristics highly contributing to image quality, based on a plurality of pixel data d0-d8. A normal equation generation circuit 171 generates a normal equation for obtaining coefficient data Wi from pixel data y of each notable pixel position, data xi of an estimation tap corresponding to the pixel data y of each notable pixel position each, and a class CL to which the pixel data y of each notable pixel position belongs with each notable pixel position in the image signal Vb' determined as the characteristic position as a target. The coefficient data Wi are generated only by learning data comprising the pixel data of the characteristic position having the prescribed characteristics highly contributing to the image quality in the image signal Vb'.
