<p><P>PROBLEM TO BE SOLVED: To apply uniform control conditions that maximize the availability of operation mode control to all terminals connected to a network, and to perform thorough management and planned management. <P>SOLUTION: Each of the terminals 20, 21, 22 ... changes an operation mode when receiving an operation mode change signal, the operation information of each terminal is collected and transmitted, and an external terminal 30 makes the performance of each terminal and the control condition capable of being inputted and transmits them to a server 100.
