PROBLEM TO BE SOLVED: To provide a filter element that reduces both common-mode components and normal-mode components contained in noise, and can be adjusted in damping characteristics to the normal-mode components, and to provide an inductor. SOLUTION: The filter element 1 is provided with the inductor 2 and a capacitive element 21. The inductor 2 is provided with a first magnetic core 3 and a second magnetic core 5 which is arranged in parallel with the first magnetic core 3 in the direction of a center axis line and provided in a rotatable state. Around the first magnetic core 3, first and second windings 11 and 13 are wound in winding directions in which the windings 11 and 13 generate magnetic fields in the same peripheral directions by common-mode noise currents. Around the second magnetic core 5, in addition, third and fourth windings 15 and 17 are wound in the same winding directions as those of the first and second windings 11 and 13.
