PROBLEM TO BE SOLVED: To reduce an electromagnetic disturbance with respect to broad band noise even at only the secondary side of a transformer, in a switching regulator. SOLUTION: DC power, which is obtained by rectifying and smoothing AC power induced to the secondary winding of the transformer Tc by turning on/off a switching element Q by using a rectifying diode Dr and a smoothing capacitor Cr, is outputted. A first filter circuit formed by connecting in series a resistor R1, a capacitor C1 and an inductor L1 is connected between this side of a connecting point p of the smoothing capacitor Cr in a first output line connected to one terminal c of a secondary winding Ls via the diode Dr, and a frame ground 5. A second filter circuit formed by connecting in series a resistor R2, a capacitor C2 and an inductor L2 is connected between this side of a connecting point q of the smoothing capacitor Cr of a second output line 2 connected to the other terminal d of the secondary winding and the farame ground 5.
