PROBLEM TO BE SOLVED: To reduce a cost, to relieve burden on operation management, and to raise reliability. SOLUTION: A communication system includes a security level management sub-system for inspecting whether the security level of a communication terminal reaches a predetermined reference security level or not. When a result that the the level does not reach the reference security level is obtained in an inspection, the communication terminal is not sorted into a group being the same as that of other communication terminals with the reference security level obtained therein by a grouping correspondence sub-system. When the result that the level reaches the reference security level is obtained, the terminal is sorted into the group being the same as that of other communication terminals with the reference security level obtained therein.
