<P>PROBLEM TO BE SOLVED: To provide an IC card for changing not a simple application but a function itself. <P>SOLUTION: The IC card includes a rewritable FPGA 11. Enciphered hardware data from an outer part is inputted from an outer interface 13. A CPU 12 analyzes the inputted enciphered hardware data. The FPGA 11 is rewritten into a prescribed hardware circuit, based on the hardware data.
