PROBLEM TO BE SOLVED: To provide a headrest frame and a headrest capable of appropriately supporting the head of an occupant by a simple structure when impact is applied to a vehicle body. SOLUTION: A part of the headrest frame 10 is provided as a deformed part with a first support part 11 disposed on the opposite side from a seat back 2 of the headrest 1 so as to extend to both sides of the headrest 1, a second support part 12 extending from the first support part 11 to a head face 1a side of the headrest 1, a third support part 13 extending from the second support part 12 to the seat back 2 side along the head face 1a side, a fourth support part 14 extending from the third support part 13 to the opposite side 1b from the head face of the headrest 1, and a fifth support part 15 extending from the fourth support part 14 to the seat back 2 side and supported on the seat back 2 side. The regions between the second and third support parts 12 and 13, between the third and fourth support parts 13 and 14, and between the fourth and fifth support parts 14 and 15 are bent.
