The windmill has rotary head fixed in the support with possibility of rotation with respect to the vertical axis with two wind-wheels, those are installed on horizontal shaft at opposite sides of the support at same distance and have rotary radial blades installed on horizontal shaft at opposite sides of the support at same distance and having rotary radial blades, the butts of those are fixed in hubs, and inside the support there is placed vertical load shaft, this is kinematically connected to the horizontal shaft. The blades of the wind wheels are made flat, asymmetric in plane with respect to the axles of the butts and installed in such way that in the working zone of the part with the larger area those are directed to the side of the support and rest in the planes going through the axis of rotation of the wind-wheels, and in the return zone û in the planes normal to the axis of rotation. The blades of the wind wheels are connected in pairs with butts fixed in the hubs in such way that the blades of each pair are mutually normal; at that one pair of blades is connected by straight butt, and the others û by butts with knees in central part; at that the straight butt goes between the knees of the other butts. On the butts of each pair of blades two pins are arranged, each of those is in plane normal to the plane of the nearest blade. At the opposite sides of the rotary head in the working zone restrictors of the pin directions are installed in such way that the plane of each restrictor forms circular sector, this is placed in the plane of the butt rotation. It is in slide contact with respective pin of the butt in working zone, its sector is smaller than the sector of the return zone, at that the restrictors of the pin directions are displaced in circle one with respect to another. Such implementation of the appliance makes it possible to increase effectiveness of wind energy use.
