PROBLEM TO BE SOLVED: To provide an inclination measurement meter and a ground displacement measurement device using the inclination measurement meter capable of obtaining 3D displacement of the ground with a single boring hole, capable of measuring the absolute inclination angle, capable of measuring the 3D displacement under the ground with a simple structure at an economical production cost. SOLUTION: The inclination measurement meter comprises a photographing member, and an inclination recognition member of the photographing member, wherein the inclination state of the inclination recognition member is photographed by the photographing member, and from the photographed image the inclination angle is measured. The inclination recognition member comprises a measurement container provided with a sphere freely rotatable therein, on the surface of the sphere a plurality of inclination recognition marker, horizontal rotation control member, and vertical rotation control member are provided. The movement of the plurality of inclination recognition marker is photographed by the photographing member, and from the photographed image the inclination angle is measured.
