PROBLEM TO BE SOLVED: To simply modify concrete deteriorated due to a dealkalizing reaction etc. SOLUTION: This concrete modifying method comprises: a step wherein a water temperature exceeding 100°C when hot water reaches a cleaning object surface and intrudes into minute projections and depressions on the cleaning object surface is maintained by controlling pressure at injection so that the temperature when the hot water reaches the cleaning object surface can exceed 100°C, wherein stains adhering into the minute projections and depressions on the cleaning object surface are removed by a physical actin brought about by rapid volume expansion when the intruding hot water is evaporated under normal pressures so as to be turned into vapor, and wherein vaterite is produced on a concrete surface; and a step wherein a siliceous alkali compound is made to permeate the minute projections and depressions by applying the liquid siliceous alkali compound onto the concrete surface.
