PROBLEM TO BE SOLVED: To provide a method for efficiently manufacturing hydrogen by dehydrogenation reaction of a feed oil consisting of mainly hydrocarbons containing a cyclohexane ring by solving problems such as separation, a lower reaction temperature, improvement of hydrogen recovery, or the like, and a hydrogen manufacturing system. SOLUTION: In the hydrogen manufacturing system, the hydrocarbons are dehydrogenated in a flow type reaction system equipped with a dehydrogenation catalyst and a hydrogen separation membrane, and at the same time, the formed hydrogen is continuously permeated and separated, and at least a part of the obtained hydrogen is absorbed in a hydrogen absorbing metal alloy, thus the pressure on the hydrogen permeating side of the hydrogen separation membrane is lowered than that on the impermeating side.
