PROBLEM TO BE SOLVED: To provide a cutter which cuts and opens only a packaging film covering a packaging case without damaging the packaging case. SOLUTION: A slit 18 is provided on a guiding surface 17 on the outer side surface of a casing 1. A cutting blade 27 attached inside of the casing 1 is exposed to the outside from the slit 18, and a guarding piece 22 attached through an elastic arm 21 inside the casing 1 is exposed outside from the slit 18 along the cutting blade 27. The cutting blade 27 is attached to the casing 1 through the elastic arm 21. A user grasps the casing 1, makes the slit 18 contact with target object, and cuts the article by making the cutting blade 27 contact with the target object with the guarding piece 22 recessed.
