<P>PROBLEM TO BE SOLVED: To obtain a component that gives sufficient, non-excessive stimulus to the hair upon external application to yield a hair restoration effect derived from extention of hair-growth period and shortening of dormant period, and to provide a hair restoration cosmetic agent prepared by compounding the same. <P>SOLUTION: The hair restoration cosmetic agent is prepared by compounding the heat-treated rhubarb extract.
