PROBLEM TO BE SOLVED: To provide a winder of a flexible injection pipe having advantages such as dispensing with a driving device, having a simple structure, being inexpensively manufacturable, and largely reducing weight. SOLUTION: This winder 1 winds and delivers a grout injecting flexible injection pipe 3 having packers 5A and 5B expanded and contracted by fluid pressure at an interval in the member shaft direction in a tip part on the aboveground side from a state of being inserted into the ground. The winder 1 is composed of a base table 21, and a substantially cup-shaped opening type reel 22 having an opening upper surface rotatably supported around a vertical shaft to this base table 21. The opening type reel 22 is mainly manufactured by a frame material, and has a plurality of rollers 27, 27, etc. capable of traveling in the circumferential direction in a position separated in the radial direction from a rotary shaft on the under surface side.
