PROBLEM TO BE SOLVED: To provide an electrostatic actuator capable of exhibiting desired performance at all times by avoiding deterioration in performance due to lowering in charging amount of an erectret film, and to provide a camera utilizing such an electrostatic actuator. SOLUTION: A recharging electrode 24 is formed on a fixed substrate 20 and a protective member 25. At the time of recharge processing, a voltage is applied to a drive electrode 22 and a high voltage is applied to a mover 21 from a high voltage source 27 while displacing the mover 21 stepwise thus rendering the mover 21 erectret locally.
