<p><P>PROBLEM TO BE SOLVED: To provide an information service communication network system and a session management server, which reduce loads of application servers and costs of contents providers, and make it easy to manage application servers. <P>SOLUTION: The session management server has a service determination table, which is comprised of a plurality of entries predefined with relations of the contents of information items extracted from session configuration request packets and service identifiers. When receiving a session configuration request packet at a specified application server, the session management server determines whether or not to provide services to client terminals instead of the specified application server.
