PROBLEM TO BE SOLVED: To provide a moving object detector capable of coping with difference in day and night conditions, and to provide a program. SOLUTION: A day and night determination section determines day and night for changing first and second moving object detectors according to the determined result. In the case of day, a moving object is detected in an inspection image, based on the difference in the luminance between a reference image and the inspection image by the first moving object detector. In the case of night, the moving object is detected in the inspection image, based on the difference of the binarization result between the reference image and the inspection image.
