PROBLEM TO BE SOLVED: To provide a packaging material which has a superior impalement strength and pinhole resistance to show a superior impalement resistance and can be manufactured relatively inexpensively, and a packaging bag which is manufactured by using the packaging material. SOLUTION: The packaging material (10) is made by stacking a base material layer (11), an intermediate layer (12), a barrier layer (13), and a sealant layer (14) in this order.
