PROBLEM TO BE SOLVED: To provide a hair cosmetic which modifies the hair essentially, improves the luster and collectability of the hair, is excellent in the sense of touch, and is of a type not requiring to be washed away. SOLUTION: The hair cosmetic of a type not requiring to be washed away contains (A) citric acid or its salt, (B) an organic solvent selected from the group consisting of an aromatic alcohol, an N-alkylpyrrolidone, an alkylene carbonate, polypropylene glycol, a lactone, and a cyclic ketone and having a ClogP of -2 to 3, and (C) a polypeptide. When diluted with water up to 20 times by weight, the cosmetic exhibits a pH of 2-5 at 25°C. A hair modification method using the cosmetic to treat the hair is also provided.
