PROBLEM TO BE SOLVED: To provide a mobile communication system capable of appropriately keeping the transmission power value of HS-SCCH for a mobile in a diversity handover state, and improving quality in High Speed Downlink Packet Access (HSDPA) communication. SOLUTION: An accompanying individual channel processor 21 performs modulation and demodulation, coding and decoding processing in an accompanying individual channel established in the HSDPA communication between the mobile and a radio base station. An Iub frame protocol processor 22 processes an Iub frame protocol transmitted and received between an RNC and the radio base station. A selection circuit 25 selects one of "HS-SCCH power offset 1" or "HS-SCCH power offset 2" responding to the condition whether it is under diversity handover or not. An adder 26 adds accompanying individual channel outgoing transmission power information 201 and HS-SCCH power offset 202, and determines the outgoing transmission power value of the HS-SCCH.
