IMPROVED CARGO HANDLING SECURITY HANDLING SYSTEM AND METHOD

This invention teaches that a systematic approach to security can yield high volume cargo transshipment with some degree of security. It relies upon the ability of a transshipment point to do gamma ray inspection of cargo containers, and provides a framework in which such inspections can be limited to improve commercial conditions and throughput of the port. Cargo documentation is first input into the system and profiles generated for each cargo container. Additional sources as well as "thesaurus" data checking is done in a security module to make adjustment to the risk profile developed based on the documentation. The nature and severity of the inspections performed on the cargo are adjusted in accord with the profile developed as determined by a set of "business rules" within the security module.
