A cutter and method of use of a cutter bit for a scarifier device for scarifying or planing a layer of a floor/deck/roadway/bulkhead. The cutter bit can be made from carbide or a material of similar hardness and durability. The cutter has a full width cutter edge that extends across the tooth of the cutter wheel. The full width cutter of the cutter bit can extend wider than the width of the cutter body. The full width cutter bit eliminates ridges left from the scarifying operation. The cutter bit is locked into slot on the tooth of the cutter wheel by an arcuate bulb root, by a dovetail root, by an arcuate portion on the cutter bit engageable with an arcuate indent in the cutter wheel, or by other configurations. The cutter bit can be brazed in place or fitted in place to the cutter tooth of the cutter wheel.
