PROBLEM TO BE SOLVED: To provide a method of preventing space formation along a conveyor produced by the non-supply of a group having a defect since this is the method of forming a group of tobacco in a packing machine. SOLUTION: The conveyor (5) is a next process of a plurality of group formation stations (17) and feeds a continuous pocket (6), the pocket (6) receives each group (2) of tobacco (3) supplied in the axial direction to its pocket (6) with an independent pusher (21), the independent pusher (21) is operated by a nominal periodic operation sequence (S2) in order to make working selectively by penetrating each group formation station (17), and replaces the nominal periodic operation sequence (S2) with another periodic sequence (S3) which can carry out a full load of all pockets 6 only from the station 17 which can fully be used when the non-supply is occurred by the group having the defect in each pocket (6).
