PROBLEM TO BE SOLVED: To provide an in-vehicle device mounted on an automobile that resolves a latency time at a red traffic light to serve for energy saving and relaxation of traffic congestion. SOLUTION: A recommended speed calculating section 208 calculates an attainment traveling speed that can reach within a green time band, and then determines the attainment traveling speed as a recommended speed when the attainment traveling speed satisfies speed requirements, in accordance with the distance, from a user's position acquired by a section 201 for acquiring user's position information to a signal position specified by a signaler specifying section 203 based on map information, and the operation timing of a signaler time table received by a signaler time table receiving section 205.
