PROBLEM TO BE SOLVED: To provide a backing adjusting material superior in sticking to a wetting surface, and having the swelling preventive effect, by solving the problem of thinning the effect by reduction in sticking force in the wetting surface, though a resin waterproof material such as a painted floor and a strengthened resin floor is conventionally constructed for a floor requiring waterproof performance, dust-proofness and water resistance such as various factories, a warehouse and a parking garage. SOLUTION: An primary coating layer composed of an aqueous epoxy resin is formed, and a middle coating layer composed of an aqueous urethane resin is formed as a filler after hardening.
