The device has a retainer (6) to which a luggage (3), an axle and wheels (5) including spokes and a soft bearing surface, are attached. A pushing and pulling arrangement with rods (8) is connected with an under-carriage. A hip belt (15) is connected to the rods. The rods are inserted telescopically into tube-shaped receptacles (10) that are provided in the under-carriage and a shift lock fixes the rods in the receptacles.
