The device has a set of two units, where one unit is integrated to a central part of a frame of a bicycle and acts as an additional tube (2) juxtaposed to a central tube (1). The tube (2) is integrated to the tube (1) while being permitted to maintain the verticality. A sliding steel tube (5) constituted of a stop neck is withdrawn in the tube (2) and is stopped by a safety lock, in top position.
