The insert (1), especially for a junction or pipe of a material which can be welded electrically, has a thermo-fusible substrate (2) with two fitted connections (10) at the end tabs (16,17) of an electrical circuit formed by a conductor (3) around a center opening (15). The substrate forms a flexible and insulating film over at least a part of one conductor surface. An independent claim is included for a process of making the insert.
