PROBLEM TO BE SOLVED: To provide a heat pump device and its operating method capable of performing the operation in a stable refrigeration cycle, shortening a drying time, reducing power consumption and realizing energy saving. SOLUTION: This heat pump device has a constitution for successively circulating a refrigerant to a compressor 31, a radiator 32, a first restriction device 33, a heat exchanger 34, a second restriction device 35 and an evaporator 36, and the heat exchanger 34 can be utilized as the radiator and the evaporator by operating the first restriction device 33 and the second restriction device 35, whereby the operation in the stable refrigeration cycle can be performed without increasing a discharge pressure and a suction pressure of the compressor even under the environment of high outside air temperature, and further the energy saving can be realized.
