PROBLEM TO BE SOLVED: To minimize a winding device of a filamentary material having a constitution for receiving a rotation power from a rotation driving shaft through a clutch and rotating a winding member of the filamentary material. SOLUTION: The winding device 1 of the filamentary material RP1 comprises a first winding member 5 that has a cavity section 5A inside, and takes up the filamentary material RP1 by winding the filamentary material RP1 on the outer periphery by rotation or extends the taken filamentary material RP1, and the clutch 7 that is disposed in the cavity section 5A of the first winding member 5 and transmits the rotation power from the rotation driving shaft 9 to the winding member 5.
