PROBLEM TO BE SOLVED: To provide a high-strength steel which can be used more widely in applications such as a building material, automotive structural parts and an automotive reinforcing member, improves the quakeproof performance of a building, and saves energy through reducing the weight of an automobile. SOLUTION: The steel has a composition comprising, by mass%, 0.06-0.3% C, 2% or less Si, 1-3% Mn, 2-5% Cu and the balance Fe with unavoidable impurities; and has a metal structure mainly containing tempered martensite, and finely precipitated Cu particles with diameters of 1 to 100 nm dispersed therein.
