PROBLEM TO BE SOLVED: To provide an optimum steering reaction force according to the steering characteristic of a driver in a steer-by-wire system having a steering reaction force actuator. SOLUTION: A control device 110 to control a steering reaction force actuator 102 comprises a driver characteristic determination means 110a to determine the steering characteristic of a driver from the trend of the steering history of the driver, and a steering reaction force characteristic changing means 110b to change the steering reaction force characteristic of the steering reaction force actuator 102 according to the result of determination of the driver characteristic determination means 110a.
